Deinterlace not working in FCP

Hey everyone, I am having issues getting FCP7 to deinterlace PAL footage that was originally captured on 8mm tape. I'm editing a documentary and we are using a collection of old and new content to tell the story. The majority of the footage was shot in 1080p24 so I'm importing a digitized version of the 8mm tape into my timeline. When I import it the footage it looks terrible compared to the new stuff. Adding a deinterlace or flicker filter doesn't do anything to the footage. Any ideas on what needs to be done here? Attaching source images for reference
