how can i uninstall icloud when it doesn't show up in control panel

I need to uninstall ICLOUD on my windows device and begin with a clean install. Program doesn't show up in control panel to uninstall.

I tried uninstall by right clicking ono the Icloud control panel option and this also didn't work.

Any insight is appreciated.
