Q: PDF files from IPhone IBooks do not get uploaded to ICloud drive

I have upgraded to IOS 9.3.1.  I have PDF files in my IBooks on my IPhone.  The PDF files are not purchased books.  They do not get uploaded to my ICloud Drive as the article (Sync ePub, iBooks Author books, and PDF files with iBooks and iCloud - Apple Support) indicates:

You can use iBooks and iCloud Drive to sync ePub, iBooks Author books, and PDF files so that you can access them on all of your devices. After you turn on iCloud Drive, all files automatically upload to iCloud*. Any ePub, iBooks Author book, or PDF file that you add to your iBooks library later also automatically upload to iCloud*.

I have sufficient space on my ICloud Drive (purchased extra space).  ICloud Drive is turned on. I have had chats with Apple Support but no suggestion that they gave me solved the problem - turned icloud off and one, restarted the iphone, restarted icloud, ...

I would be happy with even a manual step that would force my PDFs to be uploaded to my ICloud Drive.

Any suggestions?

iPhone 6 Plus, iOS 9.3.1, null

I checked for the files via iCloud drive on iPhone and iCloud Drive on Windows 7 system.  Should the PDF files from IBooks be there?  They did not appear.

PDF files should be in iBooks. Since Windows 7 does not have ibooks, I suppose that they should not be opened there.

Here is quote from the article: as you can see Windows PC is not listed,

"You can download ePub, iBooks Author books, and PDF files from iCloud Drive to your iPhone, iPad, iPod touch, or Mac."

so if I understood that feature correctly files should be found if systems works in ibooks on other of your apple devices.
