Having said that, I much imagine it was probably a design/usability decision to not build Safari for tvOS. For most people the experience of browsing the web on a TV is probably not a great experience. You'd have to have a keyboard paired to your Apple TV and the lower quality resolution of most TV screens probably doesn't make smaller text look to great either. Just a guess though. If you've got an iOS device or a Mac, you can AirPlay/Mirror that device's screen via Apple TV to your TV and essentially browse the web using Safari.
