Q: Family membership not working help please

I Signed up for the family membership today, I sent my wife an invitation but it won't work. We tried it on her android phone, my iPhone and my iPad but it won't connect. It keeps showing up that she needs to sign up for Apple Music under an individual account or start a family account. Anybody know how I can get her onto my plan besides the invitation since that doesn't work?
