Low Latency Mode Not Working

I have a Focusrite Scarlett 18i20 USB interface (had to upgrade from my old Presonus Firepod because it died), latest OS and latest version of Logic X. When I click "low latency mode" nothing changes. The delay is still completely audible. I've tried setting up new sessions to no avail. I was recording guitars which had no plugins in the strip at all. I ended up having to monitor through the Focusrite software which I don't want to do. Has anybody else noticed this or is it just me? All the settings seem to be correct....At least nothing that I know of has changed. The only thing I did was switch out interfaces. I recorded vocals with this thing as well as some guitar last month and it wasn't doing this.

Mac mini, OS X El Capitan (10.11.4), 2.3 Ghz I7

You have a complete misunderstanding of how Low-Latency Mode works, it's meant to work with latency causing Plug-ins that use look-ahead technology. If you aren't using plugins that cause latency it does nothing and should not be enabled.

What is Logic's Preferences/Audio "System I/O Buffer" set at? Try changing it to 128 or 64.

Also, there have been reports of El Capitan (recent versions) causing latency,

I think it's set at 1024. The reason it's so high is because of the constant system overloads.

If you're not using any plugins on the recording track, you should be listening direct from the interface. Thats what the direct monitoring of the interface is for, so you can record without latency from the computer. Otherwise, cutting down the buffer size is your only solution and even at low settings there is still a small amount of latency.
