The Apps, media and other purchased content is forever tied to the account that bought/downloaded it. If you were sharing a single account, then that account keeps all the purchases. And you'll need to decide who gets to keep the account, and the other person can then create a new Apple ID if they don't already have one. . There is no way to transfer purchases to from one account to another.

If you were using Family Sharing with 2 different Apple IDs then just discontinue Family Sharing, and each Apple ID will keep whatever they bought, even if it was billed to the Family Organizer.

This however, has really nothing to do with Home Sharing (the forum you posted in), which lets you access an iTunes Library on a computer, form any device on the network, so ill request it be moved to a more suitable forum.

Apps are tied to the ID used to purchase them. You can't pay once and have two different people (IDs) own the content. The apps will still work, but they cannot be updated or reinstalled without the original Apple ID's password.

To create a new ID, go to: http://appleid.apple.com

Enter it in the following menus in Settings:

Settings > iTunes & App Store

Settings > FaceTime

Settings > iCloud

Settings > FaceTime > Send & Receive
