Ask - Ios 9.2 but could not add attachment in yahoo email (pdf file stored already in icloud): icloud drive and mail are already set up but see no file in icloud drive (pdf in adobe already saved twice in icloud). An evidence of already stored in icloud is there since my file name is renamed to "...(2)" given repeated saves.

Save it as a separate file - not sure if you will be able to addend a pdf document through email
I don't use iCloud Drive however I have Yahoo mail and Google Drive. From Google Drive I can open a PDF file and then select "Send a Copy". The option to attach it to Mail is then presented. iCloud Drive may be similar but before you can do anything, you would have to locate and open the file in question. If you cannot locate the file in iCloud something is amiss with it. This article may help.
