Can't subscribe to new podcast channels and can't delete certain episodes
I can't subscribe to new channels and I can't delete or unsubscribe to episodes or channels.
iPhone 6s, iOS 9.3.1
What happens when you try? Any error messages?

No it just unsubscribes itself after a few seconds. The same thing happens when I delete episode it's just reappeared after a few seconds
Try a simple Reset: hold down the Home and Power buttons until you see the Apple logo (15-20 seconds).
Also, review your settings and view choices carefully. They're maddeningly confusing...
Tried hard reset didn't do anything as far as settings I can't change them because they reset themselves after a few seconds very weird. I try to turn something on or off and it resets back to how it was set lol no joke really weird
The next troubleshooting step is to Restore your device.
Restore your device from an iCloud or iTunes backup - Apple Support
First try a Restore from backup. If that doesn't help, you can restore it factory condition, then restore from backup.
