Q: Why does the Apple Pencil not automatically re-pair when Bluetooth is turned off and on?
I'm wondering if this is a simple design flaw or if I might have missed something. Thanks for your input!

Use Apple Pencil with iPad Pro - Apple Support
It clearly states:
"After you pair your Apple Pencil, it will stay paired until you restart your iPad, turn on airplane mode, or pair with another iPad Pro. Just pair your Apple Pencil again when you're ready to use it."
You do not need to reset your device. It is working appropriately.
