The credit card is in compliance with the COPPA act - to ensure that the purchaser is either above 18 or has the permission of someone above 18 - the credit card is a way of verifying that

May 10, 2016 12:23 AM in response to tulsakidby Dah•veed,You already have an Apple ID, so I don't suggest ever following the above link. It requires you to create a new Apple ID, which will also require you to have a new email account to use with it. It can complicate things and cause problems since you already have an Apple ID.

As you know, it includes within it ...
"If you already have an Apple ID If you've already created your Apple ID, you'll need to add a payment method when you first use it to sign in to the iTunes Store, App Store, or iBooks Store. But you can optionally remove the payment method after you sign in to the store. You won't be asked for a payment method again until you make your first purchase".

Which isn't completely true, because if you enter a credit card into your account information, the only way that you can remove that card is if your account has the None option. Which is why we are here in the first place, the OP doesn't have the None option or isn't aware that it's there. So folks constantly insisting on giving users that link only confuses things.
