You should be storing all of your photos on your computer. Just sync then to your iPhone.

You could turn on iCloud photolibrary (settings, iCloud, Photos, iCloud photolibrary) on both devices.
The devices should sync photos between them, giving you all the photos on each device.
Pro tip: use the same Apple ID in iCloud.
