With My Photo Stream, you can access the recent photos that you take with your iPhone, iPad, or iPod touch, on your Mac and PC.
Can I use My Photo Stream to back up my photos instead of iCloud Backup or iTunes?
No. Photos in My Photo Stream are saved on the iCloud server for 30 days. To save or back up these photos, you must save them from My Photo Stream to your iOS device. Select the photos and choose Share > Save Image. You can then back up your photos using iCloud or iTunes.
So, my understanding (to the OPs intent) is that iCloud (using Photo Stream) will keep the photos in iCloud storage for only 30 days. It is a short term solution only. It might serve the OP better to transfer the photos to his PC of Mac, if possible:

iCloud is a syncing service. It is designed to keep your content synced between your device and iCloud. You want off device storage.
There are other (3rd party) options to choose from for doing this.
