From your post, it sounds like you are unable to sign in to iCloud from System Preferences on your Mac because the email address has not been verified.
If this is correct, I suggest working through the suggested steps from the following article.
I can't sign in to iCloud on my Mac due to an alert stating that my email address has not been verified.
If you can't sign in due to the alert “Account not verified - Check your email for instructions for verifying your account”:
- Close and reopen iCloud preferences before attempting to sign in to iCloud again.
- If that does not resolve the issue, check your email folder and Junk folder for a verification email sent from Apple.
- If there is no verification email in your email folder or Junk folder, click the Resend Verification Email button in iCloud preferences.

I rebooted my computer and tried to log in again through system preferences.
I got the same error message which I have been having for a few days
Verification Failed, This action could not be completed. Try again.
I then went to iCloud through safari to check mail and did not find any email... I have had these emails( @icloud, @me and @mac for many years).
I then went back to system preferences / iCloud but could not find the resend email verification button. Maybe I am looking in the wrong place.
