I'm a little unclear as to your question. Has your iphone been disabled?

It sounds very much like you purchased a used iPhone.  Your iPhone is Activation Locked, as described here:

Find My iPhone Activation Lock - Apple Support

You must contact the original owner and have that person release the Activation Lock or your iPhone can never be used.  Nobody can unlock it except the original owner.
