Q: 2011 21.5" iMac usb and bluetooth none working

I bought this iMac off my local craigslist for $100 the ad said the usb ports were none functional so I thought I could use it with my bluetooth ones I put a drive in with OS X el capitan preinstalled and it boots but no bluetooth or usb functinallity is there anyway  I can get this working again? I can't get any keyboard to connect in order to do anything with it
