And the old owner untied it from ayklauda! In support I can not address because there needs Russian number I of Donbass! How to be a help if you can!

Sorry, but if the Activation Lock for the old owner is still activated, there is nothing you can do if you don't know the Apple ID and password that has been used to set up the phone by the previous owner. In that case the phone can't be used anymore, and even Apple can't do anything about that.
