Iphone videos making my PC crash

When I transfer my videos from my iphone 6 to my PC just by dragging and dropping to my pictures file some of the videos transfer fine but other dont. When I click on the ones that don't all my windows close and it rearranges my desktop so that all my shortcuts are on the opposite side of the screen.

Is this a windows 8 issue or an apple issue?

Any help greatly appreciated.
