You need a SIM card to activate the phone
IF the phone is carrier locked - then it needs to be a card from that carrier
IF carrier unlocked - any SIM card will do
it does not need to be a new SIM card

If you are seeing that then the phone is activation locked
Have the person who owned it before take the following action

I don't know who had the phone before me.
Then it's a brick. You can't use it. There is no way to bypass the activation lock.
