Replacement LCD for iPad Mini 2 2nd Gen Retina model A1490

Can anyone recommend where I can purchase a replacement LCD Screen for the iPan Mini 2 Retina model A1490? The LCD part number I need is 821-1805-03.

I am frustrated by online stores claiming to carry the LCD. When I go to purchase it, I have to wait a month to receive it because it is being shipped from China. The ones I have found locally, cost as much as what Apple charges to fix it.
