Servers EnterpriseMultiple GUI users can mean a multitude of different things, however I think the most appropriate case for you means the following.
- Yes, multiple users can connect remotely using Screen Sharing to your Mac server
- They can each use a different user account to authenticate their connection
- If they use a different user account to authenticate their Screen Sharing connection they will get offered the option of initiating a separate session, you will then get a prompt similar the one shown below
- You would choose 'Log In' to get a separate user session
Note: Some applications like Apple Remote Desktop administrator do not like being used by multiple users on the same computer at the same time, other Applications may be ok.

Servers EnterpriseIf there is no user already logged in to the server i.e. the server is just at the login screen then the Screen Sharing session is the first login and it will simply connect you.
If there is a user logged in to the server already but you use the same user login details to make the Screen Sharing connection then as it is the same it will simply connect you to the same session.
It is only if you make a Screen Sharing connection using different credentials to an existing login that the dialog will appear.

When I attempt to log in with my credentials it does not show the screen you have on that page. It shows the header with the notice that my Network admin is currently logged in, and the radio button. But the screenshots are not present. When I choose to login with my credentials it simply sits at the connecting screen and never times out. I have to stop the process and sometimes reboot in order to cancel it.

Servers EnterpriseIf you have not already create another local account on the server with permission to use Screen Sharing. While network logins can in theory be used this is more complex especially on the server itself as the server needs to access the network home directory and this is not possible on the server hosting the network home directories.
