I recently dropped my iPhone 4s in the toilet and afterwards it failed to turn on. I then transferred the sim card into my old android motorola phone however none of the information is on it like contacts, pictures or music. I want to know if it is possible to get my contacts, pictures and music onto my android phone or onto a new iPhone, and if it is possible how i would be able to do it.
Any help whatsoever appreciated.

The iPhone does not write or store any information on the SIM card. The only way that you can get any of the information from the phone is if you have it backed up on a computer, or if you are able to power on the phone. You can also take the time to search for a competent 3rd party repair facility that may be able to access the storage on the phone to recover your data. Otherwise, there is no way. You cannot use an iCloud backup to an Android device. Hopefully, you have put that content somewhere other than the phone itself. Your music should be in your iTunes library, your pictures should have been imported to the computer, and the contacts should have been synced with either a supported application on the computer, or cloud service that will allow you to recover them.
The sims will not help you. Do you have a backup in either iCloud or iTunes? Did you have Contacts enabled in iCloud? If so you can restore a backup to a new iPhone. If the contacts were in iCloud you can sync them from there.
Just follow the steps in this article. See the section on iTunes backups. If you are able to do a backup, you can then restore it to a new iPhone.

To check iTunes, open iTunes, Preferences, Devices, and you check for a backup there. No other options to my knowledge other than 3rd party software and that is very unlikely to work if you had a passcode and a PW enabled.
If you don't have a backup in either iCloud or iTunes all is lost. You will not be able to move your data unless you can get your old phone to turn back on. It might be worth it to put the phone in a bag of rice for a couple of days to see if by chance it powers on long enough to back it up to iTunes.
If i manage to get my iPhone to turn back on for a short amount of time, do you have any advice on how I would be able to secure all the data as quick as possible so I can transfer it onto a new phone.
I didn't have contacts enabled in iCloud but I'm not sure about iTunes. How would i check this and are they any other options?
iTunes does not store contacts. They are only in the backup which can only be used to restore another iOS device. You cannot use the backup to move data to an Android device.
I also have another iOS device so how would i be able to move data onto this phone. Also how would i use a 3rd party software to get my data?
