You can make an appointment at the Apple Retail Store - Genius Bar and take it in for service. You can also look for an Apple Store - Find a Store - Apple.

THank you, I live in Ireland and I bought an apple refurb iPad 4 128gb cellular that was made for us market, a friend brought my device with her home to New York and I need to speak with the manager RICHIE, when I call the store I just apple care not the guys in the shop,

See if your friend can get a number from Richie to call him at. Each store in the US has its own phone number but the calls go to Apple Support to start with, depending on what number you happen to call. This person should be able to help you more than we could here. This is a user to user support forum, not Apple.
Thanks Chris. Richie gave my friend the unique direct line store number? It automatically directs the public to Apple care. Only Apple staff can access direct access to Apple staff in other store. It is a way of reducing staff in store to spend time answering questions over the phone. Thats Apple care's job - phone support. It is very frustrating. My technical question is, does anyone know how to bypass apple care and speak to a staff member in any store?
