What I do understand is that > time.apple.com < serves up an accurate time for Greenwich Mean Time. The local device, your Mac or iDevice for instance, controls (with a setting) your location AND whether or not you wish to observe Daylight Savings Time with a checkbox.
I would think that all you need do is UNcheck the DST box > then See what happens on 15May2016 == if it does not jive with what you believe is right, you can choose to set it manually
