Chrombook connect to a Time Capsule via USB
I have a a Time Capsule 2015 and Toshiba Chrombook
Can I connect them via USB? and How?
* I cannot do it via wireless tho

You can't, you need a Mac in order to use a Time Capsule
Even if you had a Mac, it would not be possible to connect the Time Capsule to the Mac using USB.
Ethernet or wireless are your options with either a PC or Mac.

Nothing could be further from the truth. I have a Lenovo Win 10 laptop, a Win 10 PC, an iPad, iPod, and iPhone and use them all with my Time Capsule every day.

I think you may have meant to say that you need a Mac using Lion or higher....or....an iPhone / iPad to set up a current version of the Time Capsule......or.....if you were thinking of Time Machine......then you would need a Mac to back up to the Time Capsule.
Once the Time Capsule has been set up, either a Mac or PC can connect to a Time Capsule over wireless or Ethernet. A PC can easily access the hard drive on a Time Capsule. I haven't tried this on a Chromebook though.
Either a Mac or PC can also can back up to the Time Capsule, but the PC will need backup software that will handle a network drive.
How about a Chromebook?
You must have missed part of my reply above.
But, while I don't have a Chromebook handy to test at the moment, my wife's has always worked just fine in the past connecting to the Time Capsule here.
Would you like me to check again later today to make sure that it can still connect?

Not using USB, as we have already said.
I doubt that the Chromebook will be able to access the hard drive on the Time Capsule, but I'll check this when I can.
You can check if you know the LAN IP Address of the Time Capsule. Type it into the browser on the Chromebook. I doubt that it will work, but let us know.
