When I confirm my order it automatically selects that I am in Australia (however I am not, I do not live there and did not buy by Mac there, nor register my account there) I can not seem to change the country of delivery...HELP...PLEASE

Are you trying to buy an iPhoto Book or a Photos book?
Since the first of April it is no longer possible at all to order any print products from iPhoto. Apple stopped the support for iPhoto and Aperture books and any other print products.
If you want a book printed by Apple you have to create the book in Photos for Mac.
To change the Print Products Store to a different country use the Photos > Preferences > General panel:
What OS and software version? If you are really using iPhoto as you state then you can nor order any print products - they were discontinued 4/1/2016
