Location incorrect

Whenever I sign into iCloud, it asks me to allow or not allow entry into my iCloud in a different state than the one I reside in. Both iPhone 6 and Air have me located in NY and I live in NJ. How to make this correction??

in some cases your ISP is determines the location, an IP address is not reflective of your home address, but registered to their business address (where you bill goes) some web services allow you to change this, some don't.

My ISP is 1,200 miles from my office, I get web results for businesses that are five states west of me and Google for instance won't allow me to change this even when I use their location change service, it fails and as Tim points out there are literarily no options to correct this because so much of it is automated.

Your WiFi router may also not be properly registered in Apple's location database. Does your iPhone show the proper location if you turn off WiFi?
