How to fix grayed-out Photos option in iCloud for Windows app?

When I open iCloud for Windows, iCloud Photos is grayed out, even though I have iCloud Photos running on my iPhone and can access it via the iCloud web site.

Any suggestions on how to fix this so that I can enable iCloud Photos on my Windows 7 PC?

iPhone 6s, iOS 9.3.1, Windows 7 Pro x64 SP1
