i for get the pass code of my iphone and the apple ID was not my id so what should i do to get it set up

Two issues
If you are seeing an Apple ID other than your own - that is the activation lock
If you bought the phone second hand - you will need to contact the original owner and have them do this

If you are the original owner - you need to bring the phone and documents of ownership and proof of identity to an Apple or authorized store and they can help you
