Every time someone tries to FaceTime me, or I try and FaceTime them, I can only call or answer on my iPhone. My iPad and macbook ring too, but i can only answer on my iPhone. When i try to answer on my other devices, it says "connecting..." and never does anything else.

If I understand correctly, you are able to receive FaceTime calls on your iPhone but you aren't able to receive them with devices on your local network. If you haven't already, try taking a look at the article linked below and running through the general troubleshooting tips that it provides.
