Restart your Mac after the update(s) are installed then try Safari.
If that doesn't help, you may have a Safari extension or third party plug-in installed that's causing a conflict.
From the Safari menu bar click Safari > Preferences then select the Extensions tab. Uninstall one extension at a time, quit and relaunch Safari to test.
If it's not an extensions issue, try troubleshooting third party plug-ins.
Back to Safari > Preferences. This time select the Security tab. Deselect: Allow plug-ins. Quit and relaunch Safari to test.
If that made a difference, instructions for troubleshooting plugins here.
If the Develop menu isn't showing in the Safari menu bar, select
Safari ▹ Preferences... ▹ Advanced ▹ Show Develop menu in menu bar
Uncheck any checked items in the menu that start with the word "Disable." You can then go back to the Preferences window and disable the Develop menu itself, if you wish.
I have already un-ticked all extensions, restarted router several time as and I upgraded to El Capitan to try and fix this all to no avail, thanks, Rob.
Solved it. Safari - Develop - un check disable styles
no idea how it had become checked but unchecking allows to work normal, checking it displays sites as in example.
Thanks for suggestions, Rob.
