If you are asking about apps that you have downloaded in the past go to the App Store on the phone. Tap the Updates button at the bottom, then tap Purchased at the top. You will see all of your apps that are not on the phone with a cloud icon next to them. Tap on the icon to download the apps.

If you are asking about something else, you need to be more specific.

To see the screen you seek, start with a brand new, or recently erased, iDevice.

The Apps & Data screen is found by first erasing all content on your iDevice, then, from the "Hello" screen that appears, navigating in a certain number of steps until you see Apps & Data at the top of a screen with a blue/green icon. Several choices will be listed below, among them "restore from iCloud backup."

Apple's documentation assumes everyone knows that screen and how to get to it. This thread suggests that Apple's assumption is erroneous and their explanation is flawed.

I'm not sure why the original poster asked, but I am here because on Apple's page about how to restore an iPad from an iCloud backup, it says

"On the Apps & Data screen, tap Restore from iCloud Backup, then sign in to iCloud."

I also wonder what the Apps & Data screen is, and I have not yet found a corner of my iPad that says "Restore from iCloud Backup," and I've been using Apple gear for 25 years.
