You can't. your carrier may offer anonymous call blocking. Contact them.
Better yet, contact the police. That's harassment. They can trace the source of the calls. If they are coming from a single person, that's a criminal offense.

It only "blocks" by hanging up when the call comes in, doesn't prevent the call from occurring. You either prevent it from occurring on the line (carrier) or on the miscreant's side (police). That's why Apple doesn't bother in giving you false hope and büllshît "solutions".
