How to unlink previous employees Apple ID?

We have several iPads that were issued to employees no longer with the company. They were activated under the individual employee's Apple ID, and were never reset before they left.

Of course the activation lock is now preventing us from rolling out these iPads to other employees.

I've researched a lot, and I understand that there's no way for us to reset the activation lock from our end without the employee's Apple ID and password. But when I've contacted these former employees, they're reluctant to just hand over their passwords... I certainly can't blame them.

The question is... is there a way the employees can clear their ID from the devices through their account (ie. remotely), so they don't have to offer (and, more to the point, I don't have to be responsible for) their personal login info?

Yes.

The Employees can log in to http://icloud.com and remove the devices from their account by deleting them from the Find My iPhone option there.

You can follow the steps provided in the following support document:

Turn off Find My iPhone Activation Lock - Apple Support

Alternatively, if you can produce legal documentation i.e the purchase receipt of the iPads specifying the company as the purchaser, the company's representative can take them to an Apple store and request they be restored.

As part of the exit interview, verify that the device as been deactivated.

Verify that your ios device is free of the activation lock.

Consider DEP, Device Enrollment Program. Use VPP, Volume Purchase Program. Select an MDM, Mobile Device Management. Read the Google doc below and nsdjoey write up.
