Do you have OS X 10.11 or later on your Mac and do you have Apple menu > System Preferences > iCloud > Notes turned on?

If you can see the current notes when you log into iCloud.com then the problem is between your computer and iCloud. Try this:

Open System preferences and select iCloud. In the window pane you’ll see a variety of application names including Notes. If the checkmark box isn’t checked, click on it to put a checkmark there. Close System preferences, wait a few minutes, and then open Notes to see if they’ve synced. If the box does have a checkmark, click it off and then back on. Then close, wait, and see if Notes are now current.

If this didn’t work return to the iCloud preferences pane and click on Log Out. Wait a few moments then log back in. Then, as before, wait a few minutes and check Notes.
