Q: Managing Apple ID and security questions issue

Tponging, on my iPhone, a message popped up on the screen to say that my ID had been used to log into iMessages and FaceTime on my 'ipad3'. I don't have a device called 'ipad3' so I was naturally suspicious. First question - can you be spammed by on screen pop up? This was not an email but an onscreen message that popped up randomly.

 

I therefore decided, to be on the safe side, I would try and change my Apple ID. I managed to get to the 'Manage your Apple ID' page, but after several attempts at trying to guess answers to ID questions I don't even remember creating, I was told I'd used 'Too many attempts' and now my account is blocked. I tried following the contact Apple advice on another forum post, but the contact for UK led to a page which says "We're unavailable at this time, please try again later". So second question - how can I get into my account now?? It seems that if there has been a security breach, the spammers have done a better job than me at breaking Apple's security!! Please help...
