how do I get photos from cloud back onto my iPhone??
IF you backup with iCloud, then the photos are in the backup as longs as the backup still exists. You have to restore the backup to get the photos back.

IF you are using iCloud Photo Library and you deleted the photos from your iPhone, they are gone.
