Did the people that stole your device know your Apple ID and passcode? Because they would have needed to know both before they could turn off Find My iPhone. What indication do you have that they did this?

It looks like they requested to change my Apple ID password and as my emails are linked up they just clicked on the email. They managed to change my email password to as they just answered/received a text message my phone to get the authorisation code.

Again, how did they know your Apple ID? How did they know your Security Questions? They would have to know all of that in order to change anything.
Something isn't clear here. There are multiple security measures in place which would prevent someone from just changing your passcode. So, again, what makes you think they changed anything? Have you tried signing in to Apple - My Apple ID to see if you can access your account? Are you able to sign into Find My iPhone? Is the device listed there even though it is offline?
Have you been receiving emails telling you to supply any information, and if so, have you?

Whenever the phone is switched on after putting a SIM, it tries to register on network and phone's IMEI number is sent to service provider during this process. So service provider will come to know about the latest number inserted in phone and they can then track the phone. If there is no SIM in phone or phone is kept switched off, it cannot be traced with IMEI only.
Thats How my Country Police works when we Lost a Mobile Phone & make a Complaint to them they Transfer it to Telecommunications Regulations Commission

It is not something that is done in the US unless you have purchased special apps and plans to do it. And neither of us knows where the OP is located. Best to qualify statements that refer to how things are done in a particular country.

The police won't have anything to do with tracking it, and the cellular providers have packages you can purchase that will do it, but it is not as simple as calling them and giving them your IMEI number. This is a global support forum, so you always have to take that into consideration when you are providing answers to posters. If you state the way something is done in your country, or in your experience as a fact, that can not only be misleading, but it may be completely wrong for someone in a different country. Try to be as clear as you can with your answers, and if they should be qualified with - in Sri Lanka, this is how it works, then say that.
