How is IOS app review and approval done for apps that use Bluetooth low energy to communicate to a Hardware.

The app connects and communicates to external custom hardware , the app does not do much with out the presence of the hardware. Should this hardware be sent to Apple for app testing and review . How long will this process take. Is there any cost involved to review and approve such apps.
