Always back to Welcome to iPhone screen after turn on iPhone

Hey.

I have a 64gb iphone SE with iOS 9.3 and I found an unusual problem.

When I restart or turn off my iphone then turn it on again, it always back to the "welcome to iphone" screen. I already activate the phone and use it normally. There's no problem at all when operate it. But yeah, it always go back to the start up screen rather than home screen.

I never met this kind of problem with my iphone 4 before.

Is there any way to fix it?

Try a Forced Restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. You will not lose anything.

If that does not help try a System Restore. First backup your device using iTunes. Also import your photos to your computer and copy all important data. Try restoring from backup first and testing it. If it does not help, you may have to restore as New and reconfigure from scratch as the backup could be corrupted. For this reason it is important to have your photos and data saved separately from the backup. Here are the steps for a Restore:
