How do I give a new computer permission to download my music?

How do I give a new computer permission to download my music? I have some music purchased in the Cloud but it keeps telling me that my new computer does not have permission. I see 3 other apple devices on the permission list but it wont let me put my new NON apple computer on the list so the rest of my music is not able to be on my computer. ugh! Help.
