Q: second hand iPad (4th generation) reset

I recently bought an iPad at a pawn shop that had a completely shattered screen and digitizer/touch screen was not working.  I ordered the necessary parts and made the repair thinking I had found a great deal. To my dismay, I turn it on and connect it to my Macbook, to find out the previous owner, the one who pawned it because they didn't want to fix the screen, still has this iPad on their iCloud account.   I have done all of the resets, hard and recovery mode, but the simple fact is that this device is still on someone else's iCloud. The iPad obviously doesn't show the person's full email because of security reasons or I would email them to simply ask them to take it off their iCloud. So made a trip to the Apple store to ask if there was anything I could do only to get the run around and be told there is nothing I can do or that they can do, not even attempt to contact the previous owner for me.  I find that incredibly hard to believe.  There has to be SOMETHING.  I bought this iPad legitimately and paid for all the new parts it required and put in the hours of making those repairs.

(4th generation) WiFi + Cellular (Verizon/Sprint)

Is there anything I can do? Or have I wasted my time and money simply because Apple doesn't condone second-hand purchases?

    I hate to be the one to tell you, but sadly, there's nothing you can do.  The mere fact that the other individual's account is still tied to the iPad means that it's activated locked.

     

    The disadvantage is that without the AppleID and passcode used to originally  setup the iPad, you will not be able to activate it. You will not be able to complete

    the setup process, and as such, you have an un-useable iPad.

    Not really the point. Apple, or any other electronics manufacturer, has no way of knowing how or why that iPad ended up in that pawn shop.

     

    Since the previous owner did not properly prepare that iPad for resale, there is no way to know if they brought it in. The pawn shop likely knew this before selling it to you.
