Why can't i link paypal to my account?

I am trying to link my Paypal account to my iTunes account though the iTune program on my Computer.

I complete the steps and and agree to everything and i get the you've successfully linked your paypal & iTune account

but when i select conitune to iTune Store it instead takes me to iTunes.com and my account remains unchanged and if i go back to the iTune account services on the iTune program and select counitune it just takes me back though the process of linking my account again.

So how do i get it so it reconizes my Paypal account?

iPhone 6s Plus, iOS 9.3.2

Howdy TimothyW1686,

I understand that you're trying to link your PayPal account with your iTunes Store account for use as a payment method. In order to do so, you'll need to ensure that you have a credit card linked to your PayPal account.
