Can't update apps

Hello, my mom gave me her old Iphone, and I signed into the Apple ID and Itunes on the phone with my apple ID, but her apps and photos are still on the phone. I tried to download a new app, but a message popped up that asked for her apple ID password, and when logged in, said that her Apple ID needed a new payment option because the old one couldn't be charged for a previous purchase when she had the phone. How do I get rid of this? I would like to use my own stuff, and unfortuneately I can't download or update apps because of this problem.

iPhone 5, iOS 9.3.1

You really need to start with a clean slate on this iPhone. When you take it over from your mom, software-wise, it should look as if you just took a brand new iPhone out of the box.

Here is how to do that:

Then set the iPhone up as yours. Do not mix stuff with your Apple ID and your mom's.

Import them from the iPhone that contains them into your computer. Then sync them from that computer to whatever iPhone you want them in using iTunes as shown in the second article below.
