iTunes Installation error - "System not modified"

I tried updating to iTunes 12.4 originally but had an error. I then uninstalled iTunes and all other Apple programs including Bonjour, Software Update and all files in my Program Files folder that are in iTunes.When I tried reinstalling iTunes, I get the message -

User uploaded file


I tried all of the options in this post Troubleshooting issues with iTunes for Windows updates but it still doesn't work for me. I still receive the same message.


Note:

* iTunes for Windows 10

* In the post that I mentioned, it says to uninstall the Apple product in a specified order but I didn't follow that instruction.

* When I tried the "search for .msi" file, the registry is taking a long time to fin itunes6464.msi

* Tried installing older versions of iTunes, still get the same error message.

It may be failing if there are odd characters in your user name. Move the unpacked files into C:\ or make a folder at C:\Install and try again there. You may need to disable any anti-virus software if you still get that message.
