elcpu is correct here. Based on what you explained, there is nothing they would have been able to do to get your phone working or to attempt the recovery of your photos without doing what they did. If the phone is in a constant state of rebooting to the point that you cannot connect it to a computer to back it up, then that is that. Consider them gone. I know you would have liked them to maybe explain this to you beforehand, but all in all if what I have explained aligns with what was happening, then there was no other option. Those photos were lost to you well before you walked into the store at that point.

For future reference though, How to back up your devices using iCloud or iTunes - Apple Support

You will want to backup your stuff on your own. They wouldn't have even been able to do this at the store as it is personal data. You would need to choose to backup your own data through iTunes or iCloud, and I recommend you get in the habit of doing so for the future.

To add to what BBoiss said, you should regularly import your photos to a computer. A backup stores photos in the Camera Roll and one month or 1000 Photo Stream photos when the backup was made. However, each new backup deletes the oldest one, so you usually may have 2 or 3 generations of backup, but they are not out there forever. Backups are not intended as a safe place to store archival data.

By importing photos, you create a permanent archive of those photos:

PHOTO IMPORT IOS TO MAC/PC

If your photos are important to you, you need to import them to a safe place. If your phone was lost, stolen, run over, dropped in the ocean, you would have lost your photos in those circumstances as well. Import them, and you know they are safe.

Best of luck,
