Q: osx server contacts / calendar

I have a really simple question... I'm looking to get OS X server on one of my office iMacs purely for the purpose of syncing contacts and calendars with all employees.  My issue is that the building I am in is having a lot of works done to it, and quite often experiences power cuts.  So my question is, what happens to my contacts on say my iPhone when if there is a power cut and the server is switched off?  Are they stored locally on the iPhone and just updated from the server, or are they more of a live feed and hence will vanish if the server is turned off?

thanks for whoever can help!

Mac mini (Late 2014), OS X El Capitan (10.11.5)

They are cached to the device for offline use.  However, the users will be notified that the server can not be reached.

Sorry to go off on a little tangent here. I hope all your computers are connected to Uninterruptible Power Supplies (UPSs) so that they can be shut down gracefully when the building loses power.
