This morning I could not send or receive any text messages. I rebooted my phone. After it came back, I put my code into it. It now says that it can't be activated due to the server. What happened and how do I fix it?

Be patient. Apple just released an iOS update (as you know since you have iOS 9.3.2). When this happens many people are usually trying to access the Apple servers and they get bogged down. Keep trying.
Could not get to the home screen. However, when I was in range of a wireless network the phone started working again!
My SE just did this in the middle of the day -- demanding "activation."
What fixed it was pulling out the SIM card, cleaning it and reseating it. Phone worked instantly after that, no "activation" required.
