Q: Is "convert to MP3" feature gone?

Has Apple taken away the option to "convert to MP3" with the 12.4.0.119 or am I missing something? 

OS X El Capitan (10.11.4)

    From iTunes' menu, go to iTunes > Preferences > General > Import Settings > [Import using] MP3 Encoder.

    1Open iTunes Preferences.
    2Windows: Choose Edit > Preferences.
    3Mac: Choose iTunes > Preferences.
    4Click the General button, then click the Import Settings button in the lower section of the window.
    5From the Import Using pop-up menu, choose the encoding format that you want to convert the song to. To save the settings, click OK.
    6Select one or more songs in your library that you want to convert.
    7Choose File > Create New Version, then Create [format] Version. The format shown is the one that you chose in step 3. For example, if you chose Apple Lossless Encoder, select Create Apple Lossless Version.

    New song files appear in your library next to the original files.

    I don't think you were being a dope! It was simpler before - right click, make MP3 version (or whatever)....  Suddenly Apple changed it.  How is one supposed to know !

     

    Anyway I had the same query - and thank you very much for asking the question and securing the very helpful answer from Mobile Blues!
