iPad Wifi Grayed out after battery drain

Wifi was grayed out after recharging from total battery drain. A simple power off/on reset fixed it. I think upgraded from 9.3.1 to 9.3.2 and it now remains grayed out. Reflashing from recovery mode failed. Resetting network settings failed. Downgrading from 9.3.2 to 9.3.1 (couldn't go back further) did not work.

Took it into the Genius bar, they could not run diags because apparently they can only do it over wifi (REALLY???????). They also couldn't downgrade the OS for me, which I did myself, but I can't go back further than one minor version.

Any suggestions?

I read that Apple has replaced these out of warranty for some customers, but I was made no such offer. I will call Apple back tomorrow and see if they will do it.
